Subject: Firing on moving squads rule question

I haven't come across this situation before and the SQL rules are a bit ambiguous from what I can tell.

Here's the situation:

During the phasing players movement phase, he moves several 'sets' of squads through the same hex out in the open, rendering them all subject to the -2 die roll for Defensive Fire on that hex. However, one of the 'sets' is carrying a flamerthrower, the other 'set' has a leader (9-1). The flamethrow also adds a further -1 to the die roll, but is it just for the units in that 'set', or for ALL squads that passed through during the movement phase?

Sedondly, and similarly for the leader - if the fire results in a failed moral check for the leader, would ALL other units that passed through that hex be forced to take a double moral check or only squads that accompanied the leaders 'set'. Alternatively, if the leader passes the I.F.T. moral check - does his leader bonus apply to all units making a moral check as a result of the fire, or just those part of his 'set'? I'm sure there's an easier way to ask this question, but I wanted to try and cover all bases.

This situation almost occurred in a game I'm playing. I would have resolved all the sets seperately, assuming that even though the fire was all on the same hex (using only one die roll), the fact that the squads aren't moving at the same time would render the flamethrower/leader effects seperate. However, in the actual game the DF attack got a KIA no matter which it could have been resolved.
