Anyway, if you want to get a rules argument (oh, did
I mean to say discussion?) going, feel free to post
your inquiry to the SL List. I am not an "official"
answer but I try hard to be accurate.

Always applies to attempts to hit _any_ moving target,
regardless of the terrain in the target hex.

Yes (this is for SL). From COI on you either turn the
tank turret or the whole tank, depending upon which
DRM penalty is paid on the shot.

Generally accepted interpretation is yes. Rationale is
that you shouldn't penalize the firing gun for changing
its CA when it _cpould_ fire by requiring it to risk
malfunctioning by mandating a roll on the TH table.
