As one of ANB's Weyrwomen and owners, I would have to ask that this character prove that he will no longer steal and to choose the Weyr he wants to join.
With his record, he will need to formally and privately ask the Weyrwoman and Weyrleader [of the Weyr he chooses] BOTH to join a Weyr. He would then be on probation for a time until it was certain he would NOT go back to his former lifestyle. Only then would he be allowed to Impress.
Criminals on PERN are liabilities to a Weyr. A Weyr's reputation can be made or broken by the quality of dragonpairs within.
