Yes that's right, the guy killed two people. But he's an historic phenomenon so what's a couple of deaths for the sake of the paranormal? ;-D I'll have to think whether or not they have some tangible proof that hasn't been destroyed or conveniently vanished. What about Gibson? Isn't he proof himself? That's what Scully said before but they keep losing track of him.
William could have been proof too if Spender and hadn't fixed him up and Scully hadn't given him away. D'oh!
