You got almost all the ones I was thinking of, plus a few extra ones! The only one I had in mind that you didn't mention was "Beyond the Sea" from the first season, which also mentioned Christmas.
There was a very minor mention of Mulder's birthday in "Soft Light"; Mulder was showing Scully some sort of infrared gizmo he'd picked up at the hardware store and she kinda rolled her eyes and said something like: "Great. I'll get you a utility belt for a present on your next birthday." I think the main reason they never did eps that actually centered on his birthday was probably for the same reason they never did Fourth of July episodes: Mulder's birthday is in October and the show never began its season until November.
