According to page 752 of "The Interpreter's Bible" Volume 6, (1956) related to Joel 2:28-29, "One of the chief functions of God's Spirit is to illuminate for prophecy, whether ecstatic utterance (I Sam.10:6, 10) or the proclamation of God's message of instruction, warning, or prediction (II Chr. 20:14; 24:20). God here promises the fulfillment of Moses' wish that all the Lord's people might be prophetsby the influence of the Spirit (Num. 11:29) ..."

..... I am reminded of Spiritualism and also the massive writings of Emanuel Swedenborg of whom Kant wrote that he can see spirits. The bible says somewhere that all spirits must be tested, and it seems to me that we are advised by spirits via our own thoughts. One of the many spirits is God (the Holy Spirit), and we must be "tuned in" to the spirit we want to communicate with, just as in a TV set one has to select one of the many available stations.
