Subject: Ferocactus Herrerae - possible disease cause

My friend has a Ferocactus Herrerae that he has had for 17 years. It is 2'6" high and 1'6" wide.
It has a disease that he does not know how to treat.
On one side only it has developed reddish brown spots that turn into a scabby cracking rash. When this rash is scratched, the plant appears quite healthy underneath.
He thinks it might be root mealy bug but needs to know what to use to treat it and at what rate.
As he has had this plant since he was 17 he doesn't want to do anything that might harm it.
We'd appreciate any advice with this problem.
