I wouldn't drown them (just keep the ground moist till they sprout), but my main concern with seeds that small is that birds will get 'em. I think that's why I can never grow Shirley poppies. What you may have to do if you have any seeds left over is to grow them in those little peat/degradable pots until they're a few inches tall, and then put them (pots and all) into the ground.
