Perhaps that *is* the point. Buffy has been saying no and meaning maybe... how can she expect Spike to give up as long as she keeps qualifying her rejection? Once again, she's responsible for what's going wrong in her life. Her way out is to start accepting responsibility for herself, and saying yes if she means yes, and no if she means no. That way, she can't blame Spike for misunderstanding.
