I don't believe that the Powers ever promised Angel humanity. They did, however, take it away from him when he asked for it. BTW, I read recently that Joss hates IWRY in retrospect. If that's true, then it argues against the big reset button at the end of this BtVS season.

There's some thought that the Shanshu prophesy -- To live and to die -- was fulfilled with the birth of Connor. Human Liam died in an alley and human Connor was born in one.

Yes, he could be more along the lines of Doyle. The demon would still be there. He would still struggle with regaining humanity. But he could walk in the light with Buffy this way.
