An unlocked gate should have some locked padlocks like ducks in a row. Each padlock belongs to an agency who has access in case it is locked. Also each padlock will have identification as to the agency.

Back when I was working for the California State Highway---
checking the line for the best route; I have gone through gates with as many as a half-dozen locks.

It could be the gate is no longer locked? 13 miles over possible bad roads? This is the early season and some roads may be washed out in part. It would be easy to break an axle or lose a gear trying to traverse rough ground in any motorhome. And I believe your area is still primitive and bears are now out looking for food.
