This sort of reminds me of signs on private property businesses; "No Shirt, no shoes, no service", "We reserve the right to refuse service to anybody".
Many decades ago, the law said that no business could refuse to serve anyone so a restaurant owner closed his business to keep from serving people that he didn't want to serve, blacks. Lester Maddox was his name and he was later elected Governor of the State of Georgia.

We had a similar situation down here a year or so ago. A local mall had a problem with kids wearing their caps sideways, which meant they were gang members. The mall security told them to wear their cap another way or leave. Of course they refused and were ejected, causing a stink with the local black leadership.
The mall owners won the fight and the kids either followed the mall rules, as everybody else that shopped there does or stay away.
I personally didn't have a problem with how they wore their caps, but I believe the mall owners have that right to keep things in harmony, since the other thousands of shoppers didn't cause any problems. I guess the majority just used common sense, too bad those kids had none.
