Global Positioning System, handy little gizmo that bounces radio signals (I think!) off of orbiting satellites enabling them to calculate a position anywhere on the planet. The "On Star" system in some of the more expensive cars is one example. Boaters and hikers also use them. Handheld units are available starting at @ $350.00.
A good example in the news recently was the SUV (I think it was anyway) that was used as a getaway car in the Nebraska bank killings last week. It had an "On Star" system that enabled the police to locate the vehicle many miles away in a matter of minutes. It is also being touted as a way to "tag" your children in case they are ever lost or stolen! Used properly, it's a lifesaver, used improperly, it's an invasion of privacy.
In the way that Don wants to use it, it would measure the rising or sinking of land that could signal a change in underground movement, in this case of magma.
I'm not a techie but I think this is a pretty good layman's explanation.
