Should not be a problem as long as he has his C-card. Can always purchase a new log book at any of the dive centres in Redang.

Berjaya vs Laguna really depends on individual preferences. If 'spending an evening' in PP means staying overnight, some resorts do offer rooms charged per night (or 2D/1N package) - you'll have to check with the resorts. You'll probably have to arrange your own transport from Berjaya to PP (or hike there).
