Sounds as though your son bought a hairy hairless. There are three different types of coats in Chinese Cresteds. One is a powder puff (they have a full coat), the other is a true hairless they will have very little body hair and less hair on their heads, feet and tail. A hairy hairless have more body hair and therefore the hair on their head, feet and tail is fuller. I shave my hairy hairless and he is beautiful. If you don't want the inconvenience of shaving you don't have to. Please let me know if this helps explain your question.
