Jen has given you excellent advice. I just wanted to add that you can't expect too much too soon, he is only 10.5 weeks old. I would incorporate puppy pads for the time being, they have scented ones that attract the pup to use them.

You should come up with a potty word too, so that he knows what you want from him when he's outside. When you take him out, DO NOT come back in until he goes. When he goes praise, treat & praise some more...make a really big deal out of it (your neighbors might think you're crazy, but that's okay). If he's going in the house, you either need to keep him crated when you can't keep an eye on him, or literally tether him to you so that you know where he is every minute and catch him when he starts to pee.

Finally, remember if you don't catch him in the act it is pointless to reprimand him.

Get yourself a really good phermone odor remover (my personal choice is Odokill and Odokleen) to ensure are removing all traces of his potty places.
