Part of the reason DJE had a smaller role in this was episode was Lifeline, the episode before Mutiny. He had directed that episode and as Director's Guild(the directors union) guldelines state, they get a significant amount of time to do the post production work. So therefore while Mutiny was being shot, DJE was doing significant post-production work on Lifeline. That is also the reason DJE did not appear much in the episode before Lifeline. He knews he was going to direct and guidelines from the Director's guild allow directors plenty of time to do pre-production work. Therefore while the episode before lifeline was being shot he was getting ready to direct Lifeline. This also happened in Season 10 as he did not appear much in one episode because he was directing the next. In this case though, JAG did something unique for them. They shot out of order. Episode 201 was shot before 200. If they had filmed normally, DJE would not of appeared much in What IF and since that was heavilly centered around Harm, that caused them to shoot this episode after 201. So that is a crash course in why there was very little Harm in Mutiny.
