NEW RULE SUBCOMMITTEE PROPOSAL
all ladder matches must be reported immediately. if they are not reported within 1 hour after match, user may immediately file a complaint via unreported match link.
(taking out email option and 24 hour option)
if the person who did not report plays another game(verifiable by profile--whether it is yahoo or cases)before that match is reported-unreported party may file a user complaint against individual for penalties to be assessed by ladder op staff.(which should include penalty box time and/or runging)

i think this is as close as we can get to this problem-we have to make it a punishable offense to try and keep it from occurring--not sure we can enforce an immediate report issue-but if the ops will take a heavy hand in this--it should cure the problem--and eliminate it-instead of forcing an issue that has no repercussions.

just something i thought--we don't want a bandaid on the problem-we want to keep it from occurring.
