A pass quite simply isn't a score. Only one person can score per touchdown. If passes were counted as scores, when you added each person's individual touchdowns on a team it would come out to more than the total number of touchdowns the team scored, as two people would have scored for every passing touchdown. It is a different and distinct statistic. Quarterbacks are rarely big scorers (unless you happen to play for a team that runs the option) and that just comes with the position, which is why they keep separate stats for touchdown passes.
