Thanks to those who have written to Senator Tim Grendell about advancing this legislation to the Senate. HB70 was introduced to the house in 2009 as a result of the atrocities afflicted on 19 dogs housed at a public boarding kennel in Youngstown, Ohio. Eight dogs were found dead, and 11 were nearly starved to death.

What is worrisome about this Bill is that it passed in the House by a margin of 59 - 38. It passed on February 24, 2010, but it still needs to be heard in the Senate before it becomes law. If it doesn't advance to the Senate before the end of the year, it will be dead. Sadly, the lawmakers in Ohio have let this Bill sit for nearly 9 months.

Here is a synopsis of the Bill:

Sub. H. B. No. 70 - Representatives Gerberry, Hagan.

To amend sections 959.131 and 959.99 of the Revised Code to specifically prohibit an owner of a kennel of dogs from committing cruel treatment of a companion animal by the animal's custodian or caretaker and to give a prosecutor who prosecutes an owner of a kennel of dogs who commits cruel treatment of a companion animal discretion in prosecuting the owner for the offense, was taken up for consideration the third time.

The question being, "Shall the bill pass?" The yeas and nays were taken and resulted - yeas 59, nays 38.


This won't become law unless Senator Grendell advances it to the Senate for vote before the end of the year. I urge everyone to write to Senator Grendell. We cannot let this important piece of legislation go away. Ohio is only 1 of 5 states that considers animal cruelty a misdemeanor instead of a felony.

Steve Croley will legally be permitted to buy dogs, own dogs, sell dogs, train dogs and board dogs in about 13 months. Most likely he will move to another state where his reputation isn't well known. There isn't anything legally preventing him from opening a new training center/kennel in a different location. Do you want to risk trusting your pet to his care?
