Thanks for the warning. I know there was a law introduced in Pennsylvania that was meant to reduce the amount of puppy mills and increase regulation on how they were run. It hurt some people. I don't think it ever got passed because some of the wording was ambiguous. As an aside, I am not a breeder.

If you look at Nitro's Law, HB70, all it does is change the level of the crime from Misdemeanor to Felony. So if a public kennel operator is arrested and convicted for animal abuse, under current Ohio law they will only be convicted of a Misdemeanor. If this law passes, a kennel operator convicted of animal abuse would face Felony charges. This law, HB70, will not change animal abuse laws -- it just changes the level of the crime for a public kennel operator. It does not change or alter the legal definition of animal abuse, or what constitutes animal abuse, just the penalty.

To amend sections 959.131 and 959.99 of the Revised Code to specifically prohibit an owner of a kennel of dogs from committing cruel treatment of a companion animal by the animal's custodian or caretaker and to give a prosecutor who prosecutes an owner of a kennel of dogs who commits cruel treatment of a companion animal discretion in prosecuting the owner for the offense, was taken up for consideration the third time.
