One small detail I left out...

The puppy owner notified Sandaharr of the x-rays because it is part of the contract that she signed when she got the puppy. The contract states that the breeder must be notified of any and all health problems. The puppy owner wasn't asking for anything from the breeder, just complying with the terms of the contract, and so that she would not be in breach of contract.
