Your dog is living in hell. He has been shipped and placed like a foster baby.
How long is he stuffed in the crate? Dog are incredibly sensitive to shock. The shock collar is making a stressful situation more stressful. Get rid of it.

This dog sounds bored out of his mind and looks like he is seeking outlets to release energy.

Take this dog for long walks and runs for 3 weeks straight then report back the details.
