You can still get a feel for a dog's temperament by living with the dog. If you train the dog, put him/her in various stressful situations and watch how he or she reacts, you can get an idea of the sort of temperament they have. Being in downtown can put a LOT of stress on the dog; the ones with a good temperament will handle it calmly, while the ones with a worse temperament will show signs of weakness. I am not sure what Al has done with the dog or how he has observed him, but I do know that you don't always need a specific temperament test to prove that a dog is sound. Having 5 kids run up at a dog and start petting him or hugging him or just rolling all over him can show you a lot about his temperament.
Likewise, there truly are different temperaments for different things. Some people want a sharp dog that will bite anyone. It does not mean the dog has a weak temperament, it just means that he wants to bite! Some others want a dog that has a softer temperament and would rather love on people first. The true meaning of a good temperament is stability in stressful situations. If Al has put the dog in stressful situations and the dog has remained stable and clear headed, then he can say that as far as he has observed, the dog does in fact have a good temperament.

Again, I do not know any details about the situation; JMO.
