The dog is too thin, but honestly doesn't look that bad...as he still shows decent muscle tone. A week or two of good nutrition and he should be in good order.

The biggest concern I would have about that dog would not be nutrition, but socialization. Too many breeders don't get their dogs out. A "crated" dog is even worse. I hope he wasn't stuck in some crate for most of his life.
