I'll try to go through it, but off the top, being arrested for something isn't the same as being charged with something, sending dogs out without papers happens all the time (as long as the buyer isn't promised papers, it's not technically a problem) and the photoshopping of dogs into sales crap is a bit silly, but not illegal unless she says something like "see, here is PROOF he is working cattle" (even saying "he DOES work cattle" near the picture wouldn't be a problem, as long as she never claims that particular picture is proof of such.)

I guess I worry that when people screw up a few things (and I'm not trying to minimize using a dog who throws something as serious as epilepsy, to be clear) you will pile on everything else they do, and that dilutes the issue and makes the real problems less obvious.

If she's aware of the breeding issues and is continuing, and if she is misrepresenting or guilty of fraud, that would be a good message to pass on. Just stick to the core issues and the facts, in my humble opinion, partly for your own legal protection, too.
