Voy:Flashback proves nothing because both ships were at warp when the torpedoes were fired. The only thing this example shows is that even if they have a range of millions of kilometers it can only be used while both ships are at warp.

I can't comment on VOY:Dreadnought because I haven't seen it in a while but the example would again prove nothing if both ships were at warp. Even if it did show something it would be contradicted by every other single instance of combat in trek where fighting usually occurs at less then 10 kilometers.
