You are correct that both ships are at warp, but that is the range that the torpedo covered in the flight time. Now the range of the torpedo would certainly be less if both were at sublight speeds (and therefore the torpedo too), but if you look just consider the flight times, you will still get ranges measured in millions of km which would agree with both TMs.

I agree it often does, but not always. That is much the same as wars, where combat range is often measured in meters. The example from the Wounded that you posted earlier doesn't show 300,000km combat I agree, but it does show greater than 200,000km combat.
