When your dividing your turns to spend;

If I have 10,000 turns, I'll use 2500 for strength, 2500 for guerilla warfare & 5,000 to recruit thugs.

Spend the 2500 on strength (this increases your ability to recruit)
spend the 5000 on recruiting (this gets you the thugs)
spend the 2500 on guerilla warefare (this will give you 2500 turns of income from your new thugs)

Donate money to the gang.

This is the easiest way to generate some money in the beginning.
