I won't do this because this will a) prevent people from contributing in large amounts of money to candidates, and b) have a loophole so large that you could blow an atomic bomb in the middle of it and you won't feel anything on the rim. The loophole is that, say, Bush will form a company called, for instance, "The Institute for Conservative Government," to which people will give money they'd otherwise donate to Bush's campaign. The money given to the ICG won't be limited because of basic transaction rights. Now, the ICG won't be officially affiliated with Bush, but will pay for pro-Bush ads, GOTV drives in conservative areas, etc.

19. Banning government-sponsored environmental harms also bans a budget that harms the environment.
