It's the measures Republicans enacted when they had the majority that are crippling Medicare. Both the PDP and outsourcing Medicare to insurance companies that are draining it. Neither of those programs were funded in any way.

As for no input from Republicans, then explain why Grassley and Baucus are working together to come up with a plan. Obama had both of them to the WH today.
