Well, in terms of the anime, suki de wa nai isn't possible, since there aren't quite enough mouth flaps for him to have said that, but since the anime RAPED that scene and changed what I'm about to talk about (he says "anata" instead of "kimi"), I don't think it's as a reliable a source as I would like to imagine.
Another reason that it is more than likely "I love you" is the fact that he suddenly changes how he addresses Subaru. Throughout the manga, when he speaks to Subaru, he addresses him as "anata," a word for "you" which is used in these three ways:
1. Someone older to someone younger
2. A wife to a husband
3. To a stranger or someone you don't know very well or don't know their name yet.
Now, I seriously doubt that Seishirou addresses Subaru as "anata" because he is younger than him. And number two just isn't a choice at all. I'm aiming at number three, and here's why: He makes the switch to addressing Subaru as "anata" in Vol.7 of TB, just as the secret behind the bet is revealed. Previous to this switch in TB, he'd always addressed Subaru not as "you" but as "Subaru" (as in, addressing him in third person to address him... hard to explain), which is a very polite, respectful and courteous way of addressing someone you know.
I think Seishirou made this switch to indicate his complete alienation from Subaru in that he didn't have any feelings for him whatsoever.
SO! Why then does he suddenly change to "kimi," a word for "you" used by males that is more informal, more casual and more INTIMATE (such a word that one would use for a classmate, friend or LOVER, NEVER for someone that one didn't like or hated) when speaking his last words?
My point exactly.
And this is beside the fact that if he was using anything involving the word "suki" he would have to use the particle "GA." "Aisuru" is a verb, and that would be used with "wo." You'd never say "kimi wo suki," it doesn't make sense.
I have heard theories that he's said things like "I own you" or "I free you," but those still seem unlikely to me.
