Subject: feat balance

Instead of choosing a feat every 5 levels to gain an extra off hand attack would it be balanced if you only took for all of the extra attacks but it only worked for one weapon?

I.e. I have a 13th level swashbuckler that gets 3 attacks per round. He has to take two feat to get two extra attacks with his dagger in his off hand. Instead of taking 2 feats for this could he only take one but the feat would only apply to daggers. If he wields a short sword or some other light weapon in his offhand he looses the benefit of the feat.
