I believe the decision should start with: What do I want for me and my family now, and 10 years from now. That may give you a better starting line.
For instance, my family (formerly Toronto) moved north to escape the cars, the 'me me me' attitude, the lack of safety and the polluted air.
After 3 years we have found that the traffic has increased by double [where we live], because of the med/high density developments around us (Young/Bayview/Wellington), and you can now stand at Wellington/Yonge at rush hour and breathe air that smells just like Toronto's!
We chose a resale house, over a new, because we disagreed with the pace of development, and discussed building/development with the mayor before making our choice. We were assured, then, that Aurora would remain low to medium density housing. This has since changed.
This is still a safe town. The crime that happens (contact the local police forces for stats) is mainly in Newmarket.
Can't speak for the schools and programs, as we have a teen, except Dr GW Williams, which we found adequate.
Shopping is great - folk are so friendly and always have time for their customers.
Lots of theatres and cinemas here and surrounding areas, check out the "What's On - Theatre" and "Cinema Guide" pages above.
At the times you will be travelling you'll have a breeze of a drive to/from work. You could even take the 404, which is fairly quiet at those times.
I'm prejudiced, but I'd recommend a resale house. Less headaches trying to get deficiences corrected. But on the up side of a new home, you'll be surrounded by families with young children.
Your question re Richmond Hill or Newmarket. Do you like sitting in traffic? As I said earlier, I'm prejudiced, and considerably older, so you should speak with some of the younger families in Aurora, as well as Richmond Hill and Newmarket.
