The *option* to dance in masters prelim is for either adult champs or &Over dancers. Dancers that have sat out the 5+ years but placed in a youth championship are still required to compete in the Masters comp.
Them using the “preliminary” terminology looks like they lifted language from the common SR syllabus without actually checking to see how relevant it was. Masters dancers are also supposed to be allowed to dance in either youth ceilis or adult ceilis.
If you are 25 and haven’t taken a break, you’d need to compete in &overs for another year before you can move to Masters. I agree that this doesn’t really make sense, but I trust that as the masters category gets more established these issues will work themselves out
