Good to see you posting again.

"Cut-and-Dried" means that the outcome is certain....just going thru the formalities.

Michael Kennedy appeared before the Democratic Party of Chicago Slating Committee for the office of State's Attorney, and what followed was a cut-and-dried vote to put him on the ballot.

Implied that his slating was worked out prior to that meeting by the party officials.

Sarah was so popular with all the students that her election to homecoming queen was cut-and-dried.
