 I agree - this is a nice way for a local movement to make potentially huge changes to the way that things are run. Unfortunately this has failed in the past, and creates turbulence in the politics of nations like Australia where this is the standard means of running an election. Also, I personally would prefer a run-off election. As the NPR piece was right to point out, this system removes your right to re-analyze your vote in light of a run-off and it also disenfranchises voters whose top 3 are not in the running.
