Subject: I believe there was a binding agreement recently at the Premier League level requiring a ban and a referral to the police for potential prosecution (see link inside). I don't know if the length of the ban is mandated though, so perhaps there is some wiggle room to keep it small. And, of course, police and the CPS can decide to not prosecute. You'd hope that there's at least some ability to moderate depending on the situation.
