Imo they aren't rumours. I've heard it from many people now. He wanted the Chelsea & Utd jobs when they were available and was in the final 3 for Spurs last time.
He's ambitious & I'm not sure Fulham can match it but saying that, I think Paratici wants Xavi or De Zerbi & the reason Silva is now in the media the No1 target is because he's seen as the easiest option to attract.
The screenshot I posted is from one of the chats I've had with Paul O'Keefe who many Spurs fans & Journos say is the No1 spurs insider.
He's always maintained Spurs aren't that keen on Silva. I think he's using Al Hilal to try and get Spurs and Spurs are using him to try and get someone else. All fun and games"
