They choose exactly the type of individual they want to grow and use an axlotl tank to produce it. It seems implied that this is the one and only reproduction method they have.

If the masters want to have some fun, they probably just order face dancers to take forms of their choosing and have their way with them. Or they could just design the perfect female (or male) form and produce it like they produce everything else.
