Herberts books are fascinating to me in there complexity and characters (leto II, Murbella, etc.). I think he sets up power poles (Guild, Choam, Houses, BG, etc) and these were protected by Leto II when he was god emperor. Then Leto died or allowed himself to die so those powers could fight it out and the strongest emerge, before he returned ( on chapterhouse I believe), and his prescience wouldnt interfere. The powers that emerged were the BG and HM fused together. I guess what Im trying to say he had to leave or die so his prescience wouldnt interfere with creativity. And also creativity needs multiple (at least 2) powers to fight over ideas to make them strong and show what is creative in addition to workable. If that makes any sense.
