After the quotes from the book, I think it is irrefutable that Paul had Other Memory.
Irregardless of what the BG hoped the KH would be, I think IDAHO has proven beyond a shadow of a doubt that Paul did indeed have Other Memory.
as for Leto
#1 these events concerning Paul's OM are way before his time
and
#2 Leto was able to live those lives because he had 3000 years of practice.
I don't believe for a minute that in his first year he was allowing himself to be that immersed those ancient lives. After 100 or so years of ownership and control of his mind he'd be more capable of going back, secure in the knowledge he could return and not get lost amongst the hoard.
That was a concern of the BG with OM, that the RM using OM could get lost in the hoard and not find her way back.
As powerful as Leto was he would still have to grow into his abilities.
