You are correct in the sense that even this wasn't as good as actual Melange, but it was much much closer than even AMAL.

My guess is that the Bene Tleilax only needed some more time to perfect it.
By the time we get to Chapterhouse Dune it is conceivable that the Spice substitute utilized by the honored Matres is produced in a similar manner to the Ajid-AMAL made by the Bene Gesserit axlotl tank.

You are right, the project failed. But Miral Alechem and the BEne gesserit body chemistry control were a significant step in the perfection of synthetic Spice. Ultimately the project failed before we could find out if it would eventually work.

But the point is, the Bene Gesserit body chemistry control was vital to the closeness of producing a perfect artificial Spice.
