After a previous announcement that the US East Realm was up and running, Blizzard now is stating
that they're experiencing unforeseen problems with connectivity. Here's the post:

The U.S. East Battle.net servers and Diablo II Realm are currently experiencing
[packet] loss. This causes lagged and interrupted connections to Battle.net and in
Diablo II. The cause is unknown at this time, but Battle.net team members are working
on the issue. No ETA for a fix is available. Your patience is appreciated.
