One of the oft-quoted lines from AtS' "The Prodigal" comes closer to the way the vampires are portrayed than Giles' comment:

Darla (to the newly-turned Liam/Angelus): "What we once were informs all that we have become."

Giles' comment reflects the Watchers' Council take on vampires, but doesn't necessarily have to be accurate at that point. Giles himself revised what he thought he knew any number of times in the next seven years.
