I think the "close to the edge of control" answer is very likely, but I think there is another possibility: being able to let his guard down somewhat.

Out on a boat, you're not about to be ambushed in the same was that you can be on land - no jumping out from behind bushes, no sharpshooters in the office buildings. Out on the water, you can see other boats or planes coming towards you - you have a bit of a warning. Unless, of course, they want you badly enough that they send a sub, in which place you're screwed!LOL But I think on the water you may have a feeling of freedom that most activities on land can't offer.
