Dr George Cathcart is commemorated in a concert at the Albert Hall each June, the "Cathcart Spring Proms" which started in 1996. Last year's programme has a blurb on Cathcart in which the origins of the fountain are mentioned:
"The fountain that is placed in the centre of the Arena at the Royal Albert Hall for what is today known as the BBC Henry Wood Proms, is also an idea which dates back to Cathcart. Not only did the fountain look attractive in the hall, but Cathcart believed that the blocks of ice used to keep the flowers fresh would keep the temperature at a reasonable level. This was half a century before air conditioning was introduced into newly-built concert halls."

By the way, these concerts are terribly dull and there isn't a fountain in the Arena, just some weird arrangement of corporate dinner tables.
