The fountain is placed about eight rows (of Prommers, that is) back from the stage, in the centre. It disappears when concerts are televised (to make room for the TV cameras) or when the Arena is likely to be extremely crowded - or when the Arena itself is being used by the musicians (rare, but it does happen). I'm not aware of its being used in any other concerts, apart from the Proms.
