For regional substitute "Irish", or "Welsh" and you see how silly it is to discriminate geographically, its either a good orchestra or a bad one. Even the fully professional bands can and do play very badly and some amateur ones, (even in the provinces), can produce startlingly good concerts.
Finally, how can anyone stress the "provincial thing" in such a great and complicated country as the UK where there are so many "centres" of tradition and excellence, e.g. Liverpool, Manchester, Glasgow. I could go on......but I won't.
