But you didn't say where you're coming from. If from the north, I'd suggest crossing on the Whitman instead of the Ben Franklin. Then Schuylkill Expressway (76) west to South St exit for Penn. Turn left at top of exit ramp in direction of West Phil and Penn campus. Street parking in West Phil used to be manageable. Just stay on top of it time-wise. Or hit one of the garages.
